3.1 The Supply Department and the Production Department are responsible for the selection and assessment of the suppliers.
3.2 The Technical Department and Quality Inspection Department are also involved.
3.3 General Manager determine the qualified supplier.

4.1.1 Assessment method
A) Request for the qualification certificate (business license, production license, etc.), product quality certificate material and quantity management system certification;
B) Conduct on-site comprehensive assessment on the suppliers’ quality management ability;
C) Inspect and test on the samples provided by the suppliers;
D) Carry out a comprehensive assessment for the supply performance of years;
E) Refer to other users’ information.
4.1.2 Assessment content
A) Legitimate business: certification of materials, such as business license, production license, etc.;
B) Product quality status: verify the product quality certificate, sample inspection and test or information from the relevant aspects;
C) Quality management capabilities: verify the quality management system certification, inspection facilities, personnel and key control points, etc.;
D) Production capacity: production equipment, operators, etc.;
E) Supply capacity: adequate supply capacity, delivery time, etc.;
F) Other: price, reputation, service, etc..

4.2.1 Inspect and compare the certificate and material’s quality, price, delivery, service and the ability of supplying required products to select qualified suppliers. For the main similar material, several qualified supplier should be considered. Establish the “qualified supplier list” for the qualified suppliers, and announce it after approved by the deputy general manager of production.
4.2.2 For the new supplier of providing the main material, sufficient quality certification documents should be submitted in order to confirm the quality assurance capability.
4.2.3 For outsourcing companies, "outsourcing contract" should be signed.
- Suppliers control
4.3.1 Establish and keep the records of qualified suppliers. Conduct a performance assessment of "supplier performance assessment records" for the suppliers of the main raw materials. Release the “qualified supplier list” based on the results of the performance assessment at the beginning of every year.
4.3.2 If the products of suppliers have quality problem, quality improvement requirements should be demanded. If there is no significant improvement in the quality, the qualification of its supply should be cancelled.
